Very interesting item.
The soldier with his back to us is a Dutch one, he wears an orange brassard.
He might be Dutch Underground.
The other soldier is either English or Canadian.
Maybe remembering the (second) Liberation of the Arnhem area?

I found one other plate like this on a Militaria Dealer's (Lost Collectables) website and that is where it was stated that they are Belgian & French soldiers, but if you want to really get confused the ebay Seller I bought it from had them listed as "American/Russian." One thing we can all agree on is the identity of that dead Dragon they are standing on.

the men on the back is dutch resistant ''verzetstrijder'' i think the helm is dutch army 1940
this plates made of iron or porselein are made for the liberation of holland
they are manny of them , as rememberance
but a nice item for your collection

but holland was also liberaded by de english ,poland and by the us
