I think i found an answer as to how the dogtags got in the dump, earlier you mentioned that dozens of dogtags were found there which raised the question..why?

On this website: http://www.dogtagsdirect.com/ww2.html you will find an evolution of WWII dogtags.

The tag you have was used Nov. 1941 - Jul. 1943.

From Jul. 1943 - Mar. 1944 a new tag was used with different information stamped on it.

So it`s possible he was issued the newer dogtags & the old ones ended up in the dump.
