I did an initial search and while they were several Frank Carr's, this one seemed to fit the bill. This could be him...

 

I think maybe whoever submitted it, may have gotten some facts wrong. I would seriously doubt he was on the Burma Road, for it doesn't fit in with any of the other facts.
