In Today's avaition environment, it is almost impossible to adapt a military surplus aircraft for passenger aircraft. The rules and regulations of the FAA are not the same for the military and it requires re-certification. You might ask--are there any surplus military aircraft that could be used to carry passengers?? Well, don't forget the thousands of Viet Nam era helicopters. They are almost identical to the civilian helicopters certified under FAA rules (or FARs).

Surplus military aircraft are flown by civilians but it is usually under the rules of an Experimental aircraft.
